Every July, the residential construction industry takes its temperature, and this year the reading came back cooler. HBW, the DeBary-based building permit data firm, recorded 51,444 new residential construction permits across Florida through the second quarter of 2026 — a 7 percent decline from the same period last year, following a 4 percent annual decline in 2025. The firm's own analysts are careful with the reading: the market was already easing before this year began, mid-year figures are famously unreliable narrators, and the prudent interpretation is a market cooling by degrees rather than one in structural distress.

Beneath the statewide number, the map fractures. Northwest Florida was the state's strongest performer, up 11 percent with 7,093 permits. Southeast Florida edged up 1 percent. West Florida remained the busiest region at 12,489 permits despite a 14 percent decline, while Central Florida posted the steepest drop at 17 percent. At the county level the divergence sharpened further: Lee County led the state in volume even as activity fell 30 percent, Manatee County surged 39 percent, Walton County jumped 41 percent, and Palm Beach County rose 10 percent. Marion County went flat — which, after last year's 23 percent slide, HBW reads as stabilization rather than stagnation.

Higher-value residential construction — homes valued at $500,000 or more — remained notably robust. West Florida recorded 1,762 such permits, Southwest Florida 1,381, and Southeast Florida 1,344. This is the oldest pattern in residential construction, and it is repeating on schedule. When conditions tighten, builders retreat from the thin-margin, rate-sensitive middle of the market. They do not retreat from the client who pays in cash, builds on an irreplaceable lot, and does not check the ten-year Treasury before breaking ground. Oceanfront lots are not being created. Infill opportunities are counted in the dozens, not the thousands. Scarcity here is not a marketing device. It is a zoning map.

A thinner statewide construction pipeline compounds that condition in two ways. First, replacement cost: as fewer new homes are permitted and built, the premium attached to a finished, turn-key barrier island residence widens. Second, substitution: the affluent relocating buyer who might have waited out a new build elsewhere in Florida increasingly finds the existing home is the only inventory that exists where they actually want to live. The Slowdown on the Ground. The Buildup in the Air.

Here is the asymmetry the permit report cannot capture. Vero Beach Regional Airport went from one commercial carrier to three in barely fourteen months. This summer, the airport announced five additional Breeze destinations arriving in the fall, with new Pittsburgh service beginning October 1.
